Torment Pulse pierces Cosmic Veil

Torment Pulse seems to go through the opaque side of a cosmic veil, alerting the owner to the presence of enemies (a Mo and Krill found me in a juke room with this so that is how I noticed). I suspect this could be a bug so I tested a few items/abilities in the sandbox.

  • I call the gray side of the veil the "opaque" side and the rainbow side the "translucent" side
  • Effects are categorized as either veil-respecting (go through translucent but not opaque side) or veil-piercing (go through both translucent and opaque side)

I didn't seen an obvious rule to explain the behavior (results below), so it's not obviously a bug. I think it kind of de-values juke rooms, so it's worth considering making Torment Pulse explicitly rely on line-of-sight and make it veil respecting. For consistency, it might also make sense to clarify line-of-sight behavior or change veil behavior for Vortex Web, Warden Ult, Cold Front, and Abrams Siphon Life.
