Kinda surprised to see replies to this. Although it may seem very strong and the feedback is welcome, there are some counterpoints I can make:this would be built on pretty much every single hero. you'd be forced to build it if the opponent builds it, otherwise you'll lose. that's terrible game design.

- The item relies on getting stacks, meaning it has little to no effect if the enemy actively chooses body shots over headshots every single time, and will not impact the first headshot taken.
- Each stack lowers damage by a flat value, meaning it falls off and must be sold.
The idea for this item was to provide some way to work around headshot harassing during the laning phase.
While every hero, given the option, will try to go for headshots, it is substantly worse the less often headshots are taken. Haze can aim somewhere else, Abrams doesn't have enough for a fire rate to make the stacks build up enough, etc.
All number values are tentative, however, and will define how ultimately balanced this item is.
My goal with the item was mostly to find a way to deal with headshots as the sole defining factor of a win. It doesn't feel good when a player loses the lane simply because the opponent is that good at getting headshots, and falls back later on. Infernus is even problematic without the damage of headshots since he has afterburn, the damage of the headshot doesn't even matter as much as the headshot itself.I'm glad that you've taken time to respond.
It doesn't really matter if it needs to get stacks, or it falls of. You specifically said that this would be an early laning item (IE 500 souls). In the early game, getting head shots are incredibly important in order to make sure that damage sticks and doesn't get instantly healed up. That flat -10 damage per stack getting negated is enough to make heroes like Wraith, Infernus, Ivy, and Haze pretty much useless in lane.
Headshot harassing isn't an issue with the game. It's primarily a skill issue. Adding an item that gives you a free and braindead easy counter for the enemy playing correctly has no place within the game.
