This item would first and foremost make the visual color of your parry golden for the sake of knowing who has the item active. Additionally, your parry window becomes much tighter (About half as much as base). However on successful parry (of another player) it would refresh your bullet/spirit shields. Targets that are parried by this are stunned for an additional 0.2 seconds. This item grants an additional 14% melee resist along with 6% bullet resist, while of course giving you the static benefits of a tier 2/3 gun item respectively. Note that this item does NOT give you shields for buying it, it is purely intended to be used as a counter building item into melee champs, or attacks that trigger melee items. For example, parrying Viscous puddle punch or a melee spamming Abrams. The cooldown for the shield refresh of this parry would be 30 seconds.
