Haze is obviously in a bad spot right now but she can also get out of hand easily. There's a number of issues with her i'll list what i can thin k of off the top of my head.
For her 1, it is a slow moving projectile which applies the worst *hard* cc in the game. Honestly it isn't that bad of an ability, but as an assassin character she should be at an advantage after someone wakes up so some kind of debuff should perhaps apply. Call it 'groggy' maybe stamina regen is slowed, you're slowed or your movement abilities are silenced. 1 of these or some combo could benefit her. This being said, for an assassin 3 seconds is long so if this were buffed the duration should be nerfed, perhaps 2 seconds or more or less.
For her 2, her footsteps are audible to others while invisible. That should be changed. Past that, i think the final upgrade should be stronger against solo heroes. Currently it provides lifesteal. I think it could either keep that or instead have bullet penetration. Perhaps even lifesteal with armor pen against solo targets. You get the idea. If any of that were done perhaps the base amounts would need to be scaled back.
For her 3 I think they need to drop fixation stacks as they are currently used. Here's what I propose: Her bullet scaling is raised somewhat, the spirit scaling on fixation is increased along with the base damage perhaps, up for testing. Then fixation should only stack to 20 before turning over. And then her passive spirit scaling should raise either fire rate or bullet damage rather than ammo. Bullet velocity could also be an interesting scaling.
Her ultimate is a tricky one. Maybe its locked behind some kind of requirement? In league of legends Samira must stack style points before using her ult which is essentially the same as Haze. Maybe a certain number of fixation stacks must be applied either in total or to a number of players or an amount to a number of players. This could allow base Haze to be changed in a number of ways without making her broken as she would essentially have only 3 abilities only 2 of which are actives. It would also incentivize fighting with the team earlier though, which can be seen 2 ways: good because better team work perhaps or bad because she wouldn't sneak up behind as much.
