Tesla bullets CD is effected by ability CDR. Possibly UI haven't tested if its true

Its just a bit unclear why tesla bullets would have a cooldown that is changed by ABILITY cdr, when they just created a distinction that item cdr and ability cdr are separate from one another.

Ah you're right! I completely forgot about that change. I didn't realize it was about that, my bad!
