Tempo Carry Item

The title is a little vague so to clarify, this item mainly serves as a way to allow spirit focused support builds to build economy in the mid game to transition into a late game tempo carry. At the moment, you can really only play support heroes like Dynamo or Kelvin as tempo carries instead of more farm greedy heroes. It could be an interesting experiment to see how to design something that both lets less efficient farmers shore up this deficit while not being an insta-buy for actual farm heavy heroes.

The downside of this item forces heroes like Haze or Seven to consider the current game state and see if they want to sacrifice guaranteed souls for faster farm timers. It also forces them to interact with the enemy team if they want to greed for bigger item purchases in the mid to late game transition.

This is more of a thought experiment than a fleshed out item concept honestly. Would be fun to hear everyone else's thoughts.

Baxter Badge (Monster Rounds Upgrade, 1250 Souls, Weapon)
+35% Damage vs. NPCs (All damage, not just weapon damage, +5% from Monster Rounds)
+35% Bullet Resist vs. NPCs (+10% from Monster Rounds)
+30 Bonus Health
+1 Health Regen
-50% Soul Secure Speed (Speed at which unsecured souls become secured)
PASSIVE - Kills and Assists instantly secure 40% of your unsecured souls

Another monster rounds upgrade with another underwhelming passive that auto secures souls for some reason. I'd be a dollar richer with the amount of these concepts I read.

As far as I can see there's only been one other similar concept recently, and it doesn't have anything related to securing souls.

Why do you think the passive is underwhelming?
