What about making tanks more meaningful to the game by adding a Taunt feature? For example: A tank-like character will have an ability/item which he can put onto enemy (or several, depending on how you see the balance for it) which will put a debuff on them if they try to shoot at anyone besides you.

Hero puts taunt onto enemy -> enemy starts seeing a taunting hero as highlighted and will be able to do full damage only to him. If he starts shooting at anyone else, he will do -50%(maybe less, it's up to your vision) damage to them until the effect is gone. I think this is the best way to implement this feature since we can't make the guy just shoot/attack the taunter by force but with this effect he will require to do focus the tank first before moving back to the other enemy.

Maybe make it LoS only like Billy's chain. if tank decides to hide then the effect will wear off.
If Tank will taunt a hero with AoE damaging abilities, then make it so AoE abilities still do full damage to everyone, to actually motivate tank to actually think about positioning.

It's not a necessary mechanic but still would be cool to give some tanks more Supportive aspect of gameplay rather than being a bullet sponge.
