Tankbuster bugged interaction with minions and jungle camps

(two videos since size limit on upload, one is for minions and one is for jungle.)
Not sure what is causing this bug, Im assuming its going on cooldown because you hit the minion/neutral and then it stays on cooldown infinitely? Next time you proc tankbuster it will do 0 dmg but still put the item on cooldown?? just watch the video thx Yoshi

Any chance of also fixing tankbuster's inconsistent damage to NPCs? Doesn't seem to be able to trigger more than once on the same jungle creep/trooper.
still is a thing,
tested without using the no cooldown option in the testing tools, just in case it could be interfering. Also if this had something to do with tankbuster ignoring resists for its proc damage threshold calculation, I put 83% spirit resist on an enemy hero target — on that target tankbuster procs properly, no bug there. For the denizens I can't tell what the exact pattern of the bug is, but it appears hitting an enemy hero fixes it for one hit and it seems to bug out more often on the bigger tier denizens.
