Upgrade to counterspell that makes you say "holy parry!"
Gonna need you to stay with me here and not freak out at the first line. Nerf counterspell a tiny bit by making it unable to parry active item effects e.g. curse, vortex web, But maybe tiny bit better on-parry stats to comp. Then have an upgrade for it that gives it significantly better on-parry stats (maybe but probably not a cd reduction) and most importantly make it able to parry ANYTHING (abilities, items, bullets). Obviously being able to parry bullets and get the stats it gives would be insane, so perhaps the item could provide either different benefits depending on what you parry, such as specific resists for bullet and spirit damage when you block them, and for item parries maybe something like a two second unstoppable or just high debuff resist. If that's too powerful or complicated for a single item, then simply giving less impactful effects if you parry bullets could work as well. I think giving different benefits based on what you parry could be very cool however, making it a more generally versatile, but still potentially extremely skillful item.
