T4 Vitality Item enhancer: Mystic Amplifier

Just an idea for an item designed to improve the effect of other items!

This would work similar to other items that can be infused to a given ability, but this one Infuses to another Item instead! You want that Alchemical Fire to be more like an Alchemical Lake? Here it is! Need some extra umph from your Torment Pulse? Pump those pulses up with the Mystic Amplifier!

I've suggested a couple of these as well. I specified in them that the cooldown affect is greater on passive cooldowns (it was an imbue) to make imbueing the passive viable.
