Somehow I have a feeling that they hate magic...Flat cooldown reduction is quite scary as a concept. This item would most likely be extremely powerful on something like Mo and Krill.
However, the suggestion is somewhat moot in light of the balancing trajectory. They are clearly trying to increase cooldowns currently: they repeatedly nerfed cooldown reduction carrying items across the board as well increasing cooldowns on ultimates across the board.
I'm not entirely sure how this would work out...Maybe change seconds to % and add a cap? Maybe like 40% or 50%?

rework ideaReworked the item, cooldown reductions in the passive changed from flat reductions to % reductions; 10% CDR for Non-Ultimate abilities and 20% CDR to Ultimate abilities.
Cooldown on the passive increased to 25 seconds and this item no longer builds from Mystic Vulnerability(which is also why I changed the stats slightly).

upgrades from suppressor
suppressor stats
ability cast animation speed increased by 10% (adds a time particle effect to your abilities on top of them being harder to telegraph)
passive - 18s cooldown - spirit damage applies improved version of suppressor that also slows enemy ability cast animations by 10%. abilities that apply the effect gain 10% cooldown reduction and proc the cooldown. the effect is doubled for ultimates or when the debuffed hero is killed within 3 seconds of using the ability.
