Very interesting concept! I like an item like this that still give the enemy an option. Feels like the passive stealing and not just giving resist would makes it too strong though. More importantly how would this item work if multiple people had it? Teams with 2 or 3 building this item would most certainly win team fights with just the passive alone. A single Pocket combo against 3 users drops his resist to -47% and 3 enemies are plus 12% spirit resist before he even ults so I would take another look at the stealing aspect specifically. The active is really cool though! Only concern is that the cooldown seems low compared to the similarly disabling curse at 53s but it could maybe be justified since your item still allows ability usage at a cost, my thought is that it would feel especially frustrating to get hit with this a second time during a single team fight.

One idea I had about the stealing resist would be to make the duration of the steal very short, say even 2/3 seconds, so that characters like Holliday or Pocket that jump in and explode all of their abilities would deal less damage with each consecutive ability and that you could trade damage with them.

I totally agree with everything you said!
I was originally inspired by Restorative Locket and thought of making an item similar to it that has charges and you could choose to either heal yourself/allies or damage the enemy. Then I thought that two very similar items wouldn't be very good. Then I wanted to make the passive steal spirit power (like 2-3 per ability), but it seemed useless to me. What's the use of spirit power if you've already been hit by all abilities and you're half dead?
Anyway, it's a matter of adjustment and balance. For simplicity, you can replace stealing with just an additional spirit resist.Or keep the steal, but with a very short duration (just like you wrote)
