Siphon Bullets rework based on my item idea of Healing Rounds

Siphon Bullets:
T4 vitality item | builds off of Healing Rounds
Passive: (5 second cooldown)
Shooting an ally heals them for (7+(your current amount of stolen health÷50) of their max HP
Passive:
Your bullets temporarily steal Max HP from enemies. Enemies regain their stolen health when the debuff expires. Permanently steal 1 stacks of health if a siphoned target dies and lose 2 stacks if you die.
50 Max HP Steal Per Bullet
20s Steal Duration
0.8s Max Frequency

 
I really would like to see this as a resto shot upgrade tree.
Resto shot (yellow) -> Healing shots (3K green)
Healing shots would have
+12% weapon damage
+100 HP
Passive:
Bullets that pass through allies applies a healing effect over time.
Additional bullets will refresh the effect.
Healing (scales off spirit): 10 + 5%
Time duration: 2s
