T3 upgrade for Arcane Surge: Arcane Actuator

I've noticed that Arcane Surge just doesn't seem to see a lot of use outside of a VERY select group of heroes (mostly Dynamo) which makes me feel like it should see more use. While Kinetic Dash fills a specific niche (it's particularly useful for Small mag heroes, hence why you see it a lot on heroes like Abrams, Geist, or Shiv) which makes it useful despite the low Weapon Investment value, Arcane Surge doesn't really offer that. The bonus Damage, Range, and Duration is nice but often the item doesn't offer enough Spirit Investment to justify it's space in a build. This upgrade increases the Spirit Investment, as well as gives the item improved effectiveness and can even work as competition for Stamina Mastery.

I use it for warden ult build. Tbh I wish I could Imbue arcane surge. I don't want to use it on a normal warden build, hoping for it to proc on the cage, but it procs on the flask.

The imbue on this doesn't make the Dash-jump proc exclusive to one ability, but only affects the second passive which allows you to recover quite a bit of stamina quickly. The Dash-jump proc is still ability agnostic (meaning any ability can trigger it) but with the extra base Stamina regen along with the ability to restore stamina from the imbued ability, having Stamina to constantly be using the dash-jump proc should be a non-issue.

it does also add some CDR to the "surged" ability, but I halved it for ultimate abilities.
