Shadow Weave is really difficult to work into builds, but one thing that would help a lot is if it was cheaper. This new item Shadow Step would just be Shadow Weave but without the ambush. This would allow player to get the invisibility sooner, by providing an upgrade path.
Veil Walker would not make a good candidate, as it is a different type of item, representing a different play-style, with it giving invisibility being the only thing it has in common with Shadow Weave.
Backstabber could be made a component of Shadow Step (and indirectly Shadow Weave). It's stats and gimmick fit the upgrade path well.
In this case, Shadow Weave should be given the stats and passive of Backstabber as well.
