if you cant push you shouldnt stay at enemy base trying to get shot from enemies and lose golds

These would help snowballing teams further shut down teams at a disadvantage. It's an easy buy for every character at t3.

With orb denying already in the game it seems like drastic overkill to add even more ways to screw your enemies money supply

I don't think adding in items that allow you to mess with something as fundamental as soul net-worth to be anything other than a terrible idea.

It would have to be a hero-specific trait, like Bounty Hunter in Dota 2 .
