Item works passively in reaction to CC, like reactive barrier.
Base CD: 25s
When affected by a non-ultimate CC ability, block the CC portion entirely and permanently increase CD by 15s

Motivation:
I prefer "counterspell" type effects over shielding. This item obviously has a really strong effect, but quickly becomes less valuable as the cooldown increases. It being a 1600 means that it can be bought in lane, but also that by the time lane is over, it could not be worth keeping. Compare that to something like Reactive Barrier, which continues to scale later into the game.
 
I should point out, the CD increase is to Protective Sprite, such that every time it actives, subsequent activations take longer.
