Sudden server-wide lag/semi-freezing

I got into a match that was working normally until everything started lagging and hitching to the point everyone left voluntarily. I also couldn't abandon the match after leaving which I don't know is part of the server lag issue.

happened to my game as well match 23246. Around 24:20. It's the cheater who just got banned.
