you do carry over the items and the ap (which you dont get in that round if you reconnected after a round has started, another bug) to the next round, but not the rerolls. i do think its a bug and not a feature since you've considered to include the item carry over (like 6 items picking at a time if you miss 1 round and 9 items if you miss 2 rounds)
It might've been intentional to avoid people saving rerolls for the 3rd round items (since the first 2 rounds dont matter most of the time), so ideally you would reset rerolls as you start picking items from the next round
