[Street Brawl] Victor ability Jumpstart cooldown bug with Omnicharge Signet and Rapid Recharge

Playing Victor with Rapid Recharge and Enhanced Omnicharge Signet (Ability 2). Jumpstart’s charge cooldown jumped to 8 seconds—way longer than normal.

Check the video attached. This definitely feels like a bug where the cooldown math is broken.

Doing some testing in the hideout, the usage cooldown time is only set to 8 seconds in Streetbrawl. If you give yourself the item in the hideout it sets it to zero
