Having both legendary Omnicharge Signet and Rapid recharge in Street Brawl increases your recharge time, to replicate this bug you can purchase Omnicharge Signet (giveitem upgrade_omnicharge_pendant <0-3>) and Rapid Recharge on for example Billy and see that his first spell goes to 8 seconds cooldown for no reason
