A hero with the central Passive that serves as a gradient between two states: Bright and Dim. The passive grants you Physical Resistance based on the total amount of Cooldown across all of your Skills, and the less of it, the more you get Spirit Power and maybe some Spirit Resist. If need be, throw in Vulnerabilities at the extremes of the gradient. So, in a sense, a rubber band management for Hybrid, mash for Tank/ADC, and careful back and forth Support/Nuker. The hybrid may as well be the optimal support build, but this is irrelevant.

I imagine the Ult could also be dependent on the Cooldowns of the target, but flexibility should be in check.

As for the Tank playstyle, maybe give him an toggle/debuff that could influence his own amount of Cooldown, but that can just be managed with Cooldown reduction items.
 
I should correct: it's better not to give flat Spirit Power with the Passive, but instead an Amplification of it. Otherwise, Hybrid will be too efficient with just the gun items. And maybe the Dim side should decrease Move Speed to expose the Nuker build.
