Status Build-Up amount from Melee Attacks scales with base gun stats

The amount of build-up you get for items like Slowing Bullets/Toxic Bullets scales more or less with characters gun stats (mainly base firerate I assume). Which makes a lot of sense

The amount of build-up Heroes get from melee attacks also scales somewhat relative to base firerate. This makes no sense because gun stats do not impact your melee timing/range. This leads to some characters (mainly shotgun characters) being very adept at achieving build-up with melee attacks, while characters with machine guns get basically no build-up from melees.

I think scaling the amount of build-up different characters get from melee is totally fine, but it shouldn't be so dependent on base gun stats.
