Static World Decals are cropped proportionally to Game Screen Render Quality

After today's update, all static decal rendering is cropped. Setting Screen render quality to 100% removes the issue, but any setting it lower and decals start to get cropped proportionally to the screen render quality. At 50%, decals are only rendered in upper left quarter of the screen.

Running in DX11 on Radeon 610M.
