Spiritual Overflow does not grant any cooldown reduction

Spiritual Overflow lists +12% ability cooldown reduction but it does not grant that ever. Not passively, and not when the item procs.

you sure? both it and enchanter's emblem's conditional ability cdr seem to be working for me, at least with seven in testing

Update: I was wrong, not bugged. It's simply that the stats window and ability tooltips don't update with conditionally applied reductions.



Other conditional stats do show up in the sidebar stats, but it does not list cooldown reduction here.



Spiritual Overflow also does not list the cooldown reduction as conditional BUT that might be a UI bug from it being on a fourth line that's cut off?
