Say you shoot someone for 470 dmg, but "with" Tank buster. It doesnt proc. If you do the same amount of dmg with surge of power, boundless spirit etc, then it works. Nothing more to it tbh. Tested it on Vindicta and Talon.
Also "no cooldown" in the lobby doesnt work on "tank buster"
