Soul Sacrifice - Only 2 permanent buffs instead of 4 now?

Not sure if this is actually a bug or I missed this in some changelog. But Heavy Meleed Souls Sacrifice grants only 2 permanent buffs instead of 4 now.

This seems to have happened after one of the hotfixes recently today. It is not in patch notes so seemingly unintentional.
