Slight Optimization Issue(?)

This isn't a super big issue, but when I open my game up, it locks me to 20-30 FPS, and it only goes up to 60-70 when I slightly change my settings.

It's odd, but not horrible, and it could definitely be a me problem and not a game problem. I was just wondering if any of you guys have the same issues that I do, or if you guys have any ideas on why it might be happening for me.

Still, it's probably nothing super important, but I already typed this up, and I should still post it.

Ok, scratch it being a slight issue, it happens so much more often, and it locks me to 20-30 fps during matches, and I CANNOT get it to go back up. I don't know if it's my internet, the game, or my computer, or all three, but I am starting to get pissed off.
