I asked in the official discord if anyone else has noticed that the lock on icon for Sinclair's vexing bolt doesnt work correctly.
Several people in the Sinclair channel have mentioned that the icon is bugged (ctrl+f bolt in the channel)

The lock only works (for me) if I am in the hideout practice range with cool downs turned off
Cooldowns turned ON
As you can see the bolt is in the same place (and has been traveling the same amount of time), but the icon does not appear. It also does not appear in games either no matter how far it travels or if you're on target.
I'm not the only one experiencing this glitch it seems so wanted to get it addressed.
