Victor's ult was fixed, but there are ults that are actively broken as of 07:00:00 UTC.
I am testing as I write this, and it is very late. Sorry if not thorough; I am very tired

Broken Ults and how they are broken:

Unable to use abilities while ult is active
• Drifter
• Infernus
• Kelvin
• Doorman

Other:
• Warden, Wraith, and Yamato (Maybe more have this) : When copying and using their ults, Sinclair has the Assistant as an ability that they can use while casting the ult—in reality, you can't use it; it shows as active despite not being actually able to be used...

This exact bug just happened to me, with the exact same issue of not being able to get out of this state or use my abilities. Interestingly though, i found that passive items such as enduring speed and torment pulse, still work. For the rest of the game i was basically just roaming around the map and poking fun at the seven for calling me a bug abuser despite being completely useless
