I was scrimming with my team and we noticed that a Sinclair that had stolen our kelvins ult was able to successfully deliver the urn, despite the recent dome changes

thats true. It only blocks the pickup of urn but not the deliver, which is pretty much meaningless

dome only blocks urn when its in the ground but does not blocks the urn place spot. This might not be intended though.
