Sinclair Lightning Scroll failing to trigger bug

Lightning Scroll while using Sinclair ult copies sometimes fails to trigger. In the game corresponding to the MatchID, I have both Lash and Warden ults fail to trigger their respective lightning scroll effects.
I have managed to reproduce it with Warden ult in the sandbox, though not with any others. Weirdly enough, it triggers on the sandbox dummies, but not proper heros.

After more testing, it appears the item will proc on the first target hit by the ult, but not any others. This was not the case in the game with the MatchID above, as there are instances of the ult hitting multiple people, but not triggering on the first target as seen here.

After even further testing, I can confirm it's applicable to most of the ults that were previously bugged for Sinclair during the release of the Old Gods, New Blood content drop. Holliday ult lightning scroll only works in point blank (lasso itself works at normal ranges), Vyper ult only applies scroll at point blank, Victor ult scroll works inconsistently, etc.
