I've noticed that Sinclair cannot cast Spectral Assistant inside the Baroness. I'm not sure if this is a recent change. However, Pocket can cast Cloak so I don't know why that's the case, if it's intentional.
I assume this is so you don't get stuck in the Baroness by tping to it later — although it would be nice if you could use it there, and then the assistant pops up in the real world away from you so you can TP a bit away
For Pocket cloak you can cast and use the TP inside the Baroness but you can't cast in the map and activate in the Baroness and vice-versa. I don't see why they can't disable this way for Sinclair as well
Using assistant to quickly travel inside the hotel only ? yeah i dont see why this couldnt be the use case. Leaving hotel could purge all such active effects anyway, because why not.
