I am put on NA servers, even though I'm EU

I live in France and I want to queue only EU games, however I am often put to NA on specifically Sterling server (that's what it says in Steam overlay). I could tolerate it if it was every once in a while (or when it is reasonable i.e. during night in EU), but recently I've been put into NA during EU prime time (from 2pm all the way to 8-9pm) which makes completely no sense, since it is offpeak time for NA and I could not imagine why the matchmaker decides to put me to NA.

Another thing to mention is that it almost feels artificial and purposeful, because (as I specified) during peak EU time I'm getting 8-10 mins queue times and end up on NA. Is it really the case that the game can't find a lobby on EU so it forces me to play NA servers?

I really don't like this for two specific reasons:
1. I have 10 to 25 ping on EU servers, I have 80+ ping on Sterling. It is not unplayable, but obviously I live in EU so I would prefer playing on EU with lower ping. It's not like I am in Kazakhstan where getting less than 80 ping anywhere is nearly impossible.
2. Recently I've been getting so many NA games that I'm concerned that I could be put onto NA leaderboards and I want to remain on EU leaderboards.

From my completely uneducated understanding, there's a ping threshold and if you have less than that number the matchmakes considers you eligible to play on that server. I suspect that since this is the simplest explanation it is exactly the case, but again it is mere speculation.

Please give us some kind of option to either choose or exclude regions/servers.
