[Sinclair] Add the Ultimate voicelines back & add a spotlight effect to their Ultimate!

The Sinclairs have unused ultimate voicelines, and I think adding those along with a spotlight effect for when they steal an ability would add a lot to them

i like the spotlights idea! could just be me, but i can never truly tell whenever sinclair has used ult unless im REALLY paying attention to just sinclair; i think the spotlights would help with that too! very good visual clarity

Bonus: When you deal damage with the ult there should be clapping/cheering sound effects (I think there is some when you actually use it but it's hard to hear because ults are loud).

This should be posted to a sinclair feedback forum in either art or gameplay feedback, not here. Mod went through recently and purged all the posts about changes to existing heroes. If you want your content to be seen by the devs id recommend posting there instead
