Should Leech provide lifesteal for Pure damage?

A very niche potential change currently as it would only affect Venator, but something that would probably see more applications as new heroes and potential items that have pure damage sources are added. In the case of Venator I think this gives Leech a bit more viability as an alternative to Vampiric Burst, since his only real sources of damage are bullet and pure, which leaves the entire spirit lifesteal element of Leech largely useless for him. The other stats like hp, damage and spirit power are nice, but Ven's only serious motivation for considering Leech currently is the higher passive bullet lifesteal. The addition of pure lifesteal to the equation may tip the scale enough to make it a realistic option.

Technically there is pure damage from other sources (mystic reverb) but it is categorized as spirit damage and just not affected by resistances. I think spirit lifesteal should just affect true damage.
