How about some items that could counter or do damage through shields? Maybe it could be an imbued onto an ability? Or how about items that reduce the enemy ability range or durations? Not sure what kind of stats or Tree/Tier these would fit under but these could possibly help with characters that apply shields, counter Divine Barrier or Kevlar and or characters that can saturate an area with a bunch of Aoe or just in general like Geist or Seven, Victor, Haze, Dynamo as just some examples.
