how to replicate bug:
1) pick any hero
2) headshot the practice dummy, and record how much dmg it does
3) buy sharpshooter
4) wait 3 seconds
5) headshot the practice dummy again, the damage SHOULD be regular headshot damage +100 dmg, but it is not, in my tests its about 50 dmg less than expected on Grey Talon but replicates across all heroes i've tested
