several abilities just go through frozen shelter. Also, briefly after frozen shelter is cast players can just walk through it

Apollo's ult Itani Lo Sahn will just go through frozen shelter, Venators ult Ira Domini will just go through frozen shelter, and if you can frozen shelter on any player near its range limit, they are extremely likely to just walk through its wall (teamate or enemy)

Ira Domini is a piercing attack, meaning it goes through targets, and that includes frozen shelter. Dome is not a solid wall (as you can see by armor piercing shots piercing it), and as a result, it does not block line of sight for itani. Does that on this wall too.

Paradox's ult can somewhat penetrate the ice shelter - as long as the projectile of the shelter is within the shelter area before Kelvin creates the shelter. Whilst this is very timing-dependent, it will result in Kelvin getting unceremoniously ejected from his shelter.
