Server CPU usage reaching >3000%, making the game unplayable

About 25 minutes in, the game became unresponsive as the server CPU load reached ~800%, making everyone unable to move, let alone shoot or use abilities, later on reaching the value of about 3600%. There were brief periods of playability only for the values to rise again a few seconds later. I don't know what caused this, and I'm getting the error saying "Failed to download the match metadata file" while trying to download the replay. Sapphire's Calico said it happened when entering Amber's base.

Other threads reporting high server CPU % mention having (large numbers of) spectators, but none were watching this match. Character VO as well as text and voice chat worked without issues.
