Self casting targeted items bound to scroll wheel require the self cast modifier to be pressed at the same time otherwise it does not work.

I have one of my active slots bound to mousewheel up. When using targeted items such as divine barrier, I have to press the self cast modifier on the same frame as the item otherwise it does not allow me to self cast these items using scroll wheel.

Last patch I could just hold the self cast modifier and scroll up without issue.

Casting on allies still works just fine with scroll wheel.
