Secondary Keybinds Reset On Launch

Every time I boot the game up, any key bind bound to a specific hero resets, and it's extremely tedious to rebind like 20-something key binds every time I want to play a game. Any idea what it could be, or any fixes? I've tried everything I can find, from uninstalling and reinstalling to resetting key binds to default, changing game properties, etc. Feel free to share any permanent solutions

fix for this is modifying the key directly


"C:\Program Files (x86)\Steam\userdata\ ******* \1422450\remote\cfg\citadelkeys_personal.lst"

after \userdata\ its your ID there.
