Second Lash Ult immediately after using Refresher does no damage

I'm not sure this is an intended behavior, but I noticed that if you use Lash's ult, then immediately use refresher and use ult again, it does no damage. If you wait even a second in-between ults, the second one does deal damage. I tested it in the sandbox, it's consistent and happens every time. Here's a short video of it.
