Screen Goes Black, Returns To Normal

My screen flickers to a black screen for about 1 second then returns to normal. It appears random. Can't tell if there is a specific setting causing it. Seems to happen more while in the menus than playing a game. Issue occurred on Fedora, but is not an issue on windows 10 on the same machine (dual boot). Vulkan or Direct3D 11 doesn't make a difference. Full screen vs full screen boarderless window doesn't make a difference. Second fastest and third fastest graphics settings doesn't make a difference.
