The idea here is to make a weapon for heroes with limited ammo but strong damage. The ammo regeneration would make it enticing on low magazine characters while the negative fire rate would make it not an automatic pickup on every shooting carry. There could be a decision making process on using the active immediately but needing to reload vs waiting until the last bullet.
