Was thinking of an item that makes your bullets larger and perhaps have a wide spread but can bounce around once or twice to deal some additional damage to enemies, could make them bounce or get knocked back in the direction that they were struck with a rubber bullet. Would be a passive most likely.

Tier 3 Weapon Item
+25% Ammo
-15% Fire Rate
Knockback effect (Could instead reduce movement speed to zero the moment a hero is hit by a rubber bullet)
Increases bullet spread but makes bullets larger (maybe changes bullets temporarily to larger rounds if it's an active)
