If an enemy is frozen with Arctic Blast or other similar rooting momentum item or abilities, they no longer stop momemtum and are effectively not frozen or rooted as they are able to travel midair.
Roots and Stuns airborne no longer stop momentum - Arctic Blast / Warden Root etc
