Rework proposal for bebop's bomb stacks

Remove bomb stacks from regular player hits/kills and make it so bebop only gets them off recently hooked opponents. Make stack gains scale with hook distance so that long range hooks into a bomb kill give BIG stack payouts while point-blank gives close-to-current amounts, then give bebop the self bomb ability back.

This would hopefully address the general issues people seem to have with fighting bebop, as well as my opinions/dubious observations. I'm ignoring complaints about hook being annoying because that's just inherent to how it works (and if you get hooked from long enough to matter when you're healthy it's highkey your fault anyways)
1. Going in to secure a kill or trading feels bad because you'll usually still feed bebop stacks, which is tilting even if it doesn't end up having an impact. It also makes trades feel less rewarding.
2. The usual hit-and-run playstyles of bomb bebops aren't fun or engaging to play against, especially in lane, whereas predicting and playing around hook is.
3. Bomb spammability makes bebop a ticking time bomb in the late game that will inevitably grow into team-wipe potential if the game goes on long enough. It also makes witchmail bebop's ridiculous stacking potential via spam impossible to fight without being insufferable.
4. Rewarding bebop nuking an entire team with a massive bomb stack payout (especially lategame) feels counterintuitive, and also leads to some bebops being borderline useless because all they do is suicide bomb and die.

My idea is basically to just add another layer of skill/mechanical limitations to getting bomb stacks so fighting and playing spirit
hinges on the ability that his whole kit feels designed around. Hopefully this would keep both tank and speedrun playstyles in the game for people that like them, but keep stack scaling a bit more in check compared to how it is now.

Make stacking rely on hooks, and then give spirit bebops their late-game drive-by self-bomb team wipes back as a reward for mastering the character's standout ability.
