Restorative Shot doesn't always work

Restorative Shot on Haze feels inconsistent. On close ranges it works fine, but on long ranges it doesn't grant HP, but goes on Cooldown.

4:38 - I shoot Viscous at 150hp, restorative shot goes on cd, still 150hp
4:29 - the same

It's just one game, but it happens pretty much every time I buy RS.

However, in Sandbox mode it works on all distances. Hero shot = 50hp restored

Am I missing something?

Restorative shot, same as mystic shot only works on the first bullet after the cooldown

Here you can see that your first bullet didn't hit Viscous, so you didn't get any healing
