I used Rescue Beam on my teammates and had this bug occur, in this match (MatchID: 39201730).
It appears that using Rescue Beam, even without pulling the ally, as they get onto a zipline causes them to get stuck in that animation? I only became fully aware that I caused it as Mirage pointed out that I'd done something to him. (At about 24:20 in the game/replay.)
